Project Objective

Phoenix Decarbonisation was appointed by Powys County Council to deliver a full retrofit service across domestic housing in rural Wales, providing an integrated package of low-carbon energy and energy-efficiency solutions. The aim was to deliver measurable improvements in energy performance and carbon reduction while meeting tight government funding timescales.

The scope included the installation of Air Source Heat Pumps (ASHPs), Solar PV systems, loft insulation, ventilation strategies, and environmental monitoring sensors to improve indoor air quality. Phoenix also managed retrofit assessments, Improvement Option Evaluations (IOE), post-install EPCs, and TrustMark lodgements, ensuring full compliance with PAS 2035 standards and a seamless, end-to-end process from survey through to commissioning.

The Challenges

Delivering a complex, multi-measure retrofit programme across remote and rural properties brought significant logistical challenges, particularly meeting the strict 14-day KPI for assessment, design, installation, commissioning, and sign-off of each property.

Phoenix overcame these challenges through:

  • Deployment of a multi-disciplinary team including Retrofit Coordinators, Technical Supervisors, and 10 directly employed engineers specialising in roofing, electrical, and low-carbon heating works.
  • A phased programme approach allowed survey, design, and installation teams to operate in parallel to maintain continuous progress.
  • Proactive management of G98/99 grid connection applications prevented delays to solar and ASHP commissioning.
  • The refinement of evidence capture processes within PAS Hub ensured photographic and documentary proof of measures were obtained during installation, improving audit pass rates and eliminating costly re-visits.
  • The use of mobile-enabled tablets and commissioning tools also helped overcome connectivity limitations in rural locations.

The Outcome

Phoenix delivered a fully compliant, high-performing retrofit programme on time and within budget, achieving:

The project included:

  • 100% compliance with PAS 2035 and TrustMark standards.

  • Successful delivery against government funding deadlines.

  • Full achievement of the 14-day installation KPI for all properties.

  • Seamless coordination between field engineers, office planners, and Powys County Council staff.

  • A zero-incident health and safety record, achieved through rigorous RAMS, daily toolbox talks, and dynamic risk assessments.

  • Enhanced tenant satisfaction through clear communication, managed by a dedicated Tenant Liaison Officer, ensuring residents were informed and supported throughout.
